Xiaoqing Zhang received the MSc and Ph.D. degrees from Tsinghua University, Beijing, China, in 1985 and 1990, respectively, both in high voltage engineering. From 1991 to 2000, he was the dean of the electrical engineering department of Beijing Civil and Architectural Institute. In 2001, he joined the School of Electrical Engineering, Beijing Jiao tong University, where, since 2002, he has been a professor. Now he is a member of the editorial board of the Journal of Electrotechnical Application.
